1. Mayor Schwiebert will call the meeting to Order.

2. Roll Call.

3. Pledge of Allegiance to the Flag of the United States of America.

4. Invocation by Alderman Brooks.

5. Minutes of the Meeting of October 8, 2007. (Motion whether or not to approve the Minutes as printed.)

6. Proclamation declaring the time for Halloween Trick or Treat as October 31, 2007 from 5:00 p.m. to 8:00 p.m. in the City of Rock Island.

7. Proclamation declaring the month of October as Douglas Park Place Month.

8. Mayor Schwiebert will close the regular meeting and open a Public Hearing on the Citizen’s Advisory Committee recommendations for Fiscal Year 2008-2009 Community Development Block Grant (CDBG) monies and Gaming Funds.

Mayor Schwiebert will close the Public Hearing and reconvene the regular meeting. (Decisions to be made at regular Council meeting of October 22, 2007.)

9. A Special Ordinance authorizing acquisition of residential properties located in the City of Rock Island for a total sum of $10,078.00. (Motion whether or not to consider, suspend the rules and pass the Ordinance.)

10. A Special Ordinance Amending a zoning district and zoning map from an R-2 (one family residence) district to an O-1 (office) district at 2603 and 2607 17^th Street. (Motion whether or not to consider, suspend the rules and pass the Ordinance.)

11. CLAIMS

a. Report from the Public Works Department regarding payment in the amount of $3,038.00 to James and Ann Sullivan for the building of rain gardens through the Rain Gardens for Rock Island Program. (277)

b. Report from the Public Works Department regarding payment #21 in the amount of $9,952.50 to Centennial Contractors of the Quad Cities Inc. for the 2007 50/50 Sidewalk and Curb Program. (278)

c. Report from the Public Works Department regarding payment #3 in the amount of $55,216.62 to Hoerr Construction Inc. for the 2007 Joint Sanitary Storm Sewer Lining project. (279)

d. Report from the Public Works Department regarding payment #2 in the amount of $51,782.20 to Northwest Restoration for City Hall Tuckpointing and Exterior Cleaning. (280)

12. Claims for the week of October 5 through October 11 in the amount of $1,114,221.30. (Motion whether or not to allow the claims.)

13. Payroll for the weeks of September 24 through October 7 in the amount of $1,119,608.40. (Motion whether or not to allow the payroll.)

14. Report from the Community and Economic Development Department regarding a request from Renaissance Rock Island for the purchase of Holiday Decorations in the amount of $25,000.00. (Motion whether or not to approve the purchase and authorize payment as recommended.)

15. Report from the Public Works Department regarding bids for the purchase of snow plow parts, recommending the bid be awarded to Bonnell Industries Inc. in the amount of $28,940.70. (Motion whether or not to award the bid as recommended and authorize purchase.) (276)

16. Report from the Community and Economic Development Department regarding a request from Gregory Kerchner to apply for a Special Use Permit to operate a window washing business at 4314 28^th Avenue. (Motion whether or not to allow for the application of the Special Use Permit as recommended.)

17. Report from the Mayor regarding an Appointment to the River Vision Coordinating Committee. (Motion whether or not to approve the Appointment as recommended.)

18. Report from the City Clerk regarding a request from Belmies Bistro to close off 13^th Avenue between 29^th Street and 30^th Street on Saturday, October 20, 2007 from 10:30 a.m. to 2:30 p.m. for their second annual October Fest. (Motion whether or not to approve the request as recommended.)

19. Report from the City Clerk regarding a request to close off 21^st Street between 8^th Avenue and 9^th Avenue on Saturday October 27, 2007 from 6:00 p.m. to 10:00 p.m. for a neighborhood Halloween block party. (Motion whether or not to approve the request as recommended.)
